Save Time and Money on Security Solutions with the DIR
The Texas Department of Information Resources (DIR) is a state agency that supports Texas state government, education, and local government entities with their technology needs. As part of its mission, the DIR allows eligible organizations to purchase a range of products and services through pre-negotiated contracts. These include solutions for access control, video surveillance, intrusion detection, and fire detection.
Why Buy Security Solutions Through the DIR?
The DIR Offers the Best Prices.
By pooling the purchasing power of state and local governmental agencies across Texas, the DIR uses its leverage to negotiate significant discounts. Vendors compete for contracts through a bidding process, and the DIR selects the top three companies offering the best pricing. The DIR then negotiates further to secure the lowest possible price — typically a percentage off the Manufacturer’s Suggested Retail Price (MSRP). Only the best-priced vendors are awarded contracts.
Additionally, DIR pricing automatically adjusts if the MSRP changes. That means when product prices drop, you still get a percentage off the new, lower price. On top of that, organizations can often negotiate even deeper discounts based on order volume. Simply put, you won’t find better prices anywhere else.
Save Time and Cut Operational Costs.
Traditional security procurement processes can take months, requiring coordination across multiple teams — purchasing, legal, IT, and more — and often generate significant hard costs, such as preparing RFPs, RFQs, or RFOs.
The DIR simplifies and streamlines the process, with even complex projects typically completed within one to two months. Here’s how:
- No need to prepare competitive solicitations or evaluate vendor responses.
- No need to vet prospective vendors.
- No need to negotiate contracts.
Vendors under DIR contract must meet rigorous requirements and demonstrate their expertise in surpassing service expectations. Plus, all contracts have already been competitively bid by the DIR. According to TGC 2054.0565, DIR contracts satisfy the competitive requirements for all governmental entities. The hard work has already been done for you.
Tailored Solutions for Your Unique Security Needs.
With DIR contracts, you have access to a variety of vendors, brands, and products for each service or solution. This flexibility allows you to choose the best option for your specific needs. Many DIR-contracted vendors offer comprehensive security services, including video surveillance, access control, intrusion detection, and even full-service contracts — serving as a one-stop solution for all your security needs, at unbeatable prices.
By leveraging the DIR, schools and government entities can achieve advanced security solutions more efficiently and cost-effectively. Take advantage of this program to ensure your organization is prepared, protected, and saving big.
How to Purchase Security Solutions Through the DIR
If you know exactly what you need, the process is simple:
- Visit https://dir.texas.gov.
- Type what you’re looking for into the search bar (e.g., “video surveillance systems”).
- Filter the search results by “Content Type > All Contracts and Services.”
- Refine your search further, if needed, by:
- Vendor Type (E-Rate, HUB, etc.)
- Product Types
- Brands
- Commodity Code
- Vendor Names
- Reseller Names
The DIR database organizes results by vendor. Select a vendor to review details about their DIR contract, ordering instructions, contact information, and more.
For more complex needs — such as a complete security solution — you may want to conduct an abbreviated RFP/RFQ/RFO process. Here’s how:
- Outline your Scope of Work (SOW).
- Go to https://dir.texas.gov.
- Type what you’re looking for into the search bar (e.g., “access control”).
- Filter the search results by “Content Type > All Contracts and Services.”
- Narrow your choices further by:
- Vendor Type (E-Rate, HUB, etc.)
- Product Types
- Brands
- Commodity Code
- Vendor Names
- Reseller Names
You’ll end up with a shortlist of vendors under DIR contract that meet your specific needs and requirements, such as HUB status. Contact these vendors to request proposals for addressing your Scope of Work. Evaluate their responses and select the best match, knowing the vendor is already vetted and under contract.
NOTE: Under SB 20, state agencies must submit statements of work (SOWs) to the DIR for review and approval if the project value is between $50,000 and $1,000,000. The review ensures the scope of work aligns with the category of Master Contracts included in the SOW.
Additionally, state agencies must submit SOWs over $50,000 to DIR for defined services. This requirement applies to Texas state agencies but excludes institutions of higher education.
