The Bureau of Justice Assistance’s Body-Worn Camera Partnership Program

The Bureau of Justice Assistance (BJA) has been at the forefront of promoting transparency and accountability in law enforcement. One of its key initiatives is the Body-Worn Camera (BWC) Partnership Program, designed to support law enforcement agencies—including tribal law enforcement—in establishing or enhancing their body-worn camera policies and practices. This program is a vital tool for building trust between communities and the law enforcement agencies that serve them.

The BJA’s Body-Worn Camera Policy and Implementation Program (BWCPIP) offers detailed guidance for developing and executing effective BWC policies. This includes purchasing, deploying, and maintaining camera systems, managing data storage and access, and addressing privacy concerns. The BWCPIP ensures that awarded funds are used strategically, requiring recipients to demonstrate a robust BWC policy framework before receiving the bulk of their funding.

Funds can be used to purchase or lease camera technology, but a thoughtful deployment strategy is essential. The program also emphasizes essential training, the impact assessment of BWCs, effective digital evidence management, and engagement with both internal and external stakeholders. Publicly funded correctional agencies with law enforcement functions are also eligible, broadening the program’s reach.

The BJA provides competitive microgrants to support small, rural, and tribal law enforcement agencies in starting or expanding their BWC programs. Training and technical assistance are provided to all grantees, ensuring that agencies have the resources and knowledge to implement their BWC programs successfully.

Eligible applicants include a wide range of government entities and institutions, such as state, city, and county governments, public housing authorities, Native American tribal governments, and public and state-controlled institutions of higher education. Independent school districts and other authorized agencies or consortia that assist law enforcement functions are also eligible to apply.

For those interested in applying, the BJA will host a webinar on June 20, 2024, from 1:00 to 2:30 pm ET, providing a detailed overview of the solicitation and a chance to ask questions. Preregistration is required.

Applicants must register in the System for Award Management (SAM.gov) and follow a two-step submission process via Grants.gov and JustGrants. Key deadlines are July 15, 2024, for the Grants.gov application and July 24, 2024, for the JustGrants submission.

The BWCPIP outlines several funding categories, each with specific requirements and matching fund obligations:

Category 1: Site-based Awards to Law Enforcement Agencies (LEAs) – Supports LEAs in establishing or expanding comprehensive BWC programs. A 50% match is required.

Category 2: Site-based Awards to State Correctional Agencies – Aims to implement BWC technology in correctional settings with a 50% match requirement.

Category 3: Digital Evidence Management and Integration Demonstration Projects – No match required. Supports projects that integrate BWC footage with other digital evidence.

Category 4: Optimizing BWC Footage in Prosecutors’ Offices Demonstration Projects – No match required. Enhances prosecutors’ capacity to handle BWC digital evidence.

Category 5: Using BWC Footage for Training and Constitutional Policing Demonstration Projects – No match required. Promotes the use of BWC footage for community outreach, officer training, and constitutional policing practices.

Funding will be preferred to agencies initiating new BWC programs or expanding to new categories of officers. Agencies replacing outdated BWCs or renewing lease programs are also eligible but will not receive preference. The program specifically excludes standalone in-dash camera systems and other non-BWC video services. Federal funding is capped at $2,000 per BWC, with a maximum award of $2,000,000, necessitating the acquisition of at least 1,000 BWCs for the highest funding level.
