The Texas Association of College and University Police Administrators (TACUPA) is dedicated to advancing the professional development of campus law enforcement across Texas. Founded in 1964 at the University of Texas in Austin, TACUPA provides a trusted forum for police chiefs and public safety leaders from higher education institutions—both public and private, large and small—to address the unique challenges of protecting our state’s colleges and universities.
TACUPA’s core mission is to promote and advance campus policing through ongoing professional development and the sharing of ideas among university police administrators. Its members represent a wide spectrum of institutions, all unified by a commitment to upholding and elevating law enforcement ideals and standards in service of both life safety and the educational objectives of Texas higher education.
Through its collaborations and affiliations—including with the Combined Law Enforcement Association of Texas (CLEAT), the largest police labor organization in the state—TACUPA strengthens the collective voice of campus law enforcement. The association serves as a platform for vital conversations on emerging security issues, leadership, and the implementation of best practices across the university policing landscape.
