Combining School Districts Amplifies Mobile Communications Issues
In 2020, the Orangeburg County School District (OCSD) confronted the problem of securing consistent communication between its bus drivers and school administrators, safety officers, and parents.
OCSD is unique: the district covers over 76 miles from east to west. In 2019, the four school districts in Orangeburg County, South Carolina, combined to form a single district with 31 public elementary schools, middle schools, high schools, along with three career academies. Serving more than 13,000 students across rural areas of South Carolina made having a reliable in-vehicle communication system for their bus fleet a must.

Challenge | Securing Consistent Mobile Communication Across Large School District
Many of their school buses either didn’t have radios, or had outdated radios with limited coverage and capacity. In many cases, bus drivers were using their personal cell phones to make important calls to administrators and safety officials while en route, contending with unpredictable signal strength.
In addition to these in-vehicle communications issues, administrators also realized the number of base stations their mobile and handheld radios use to communicate effectively weren’t optimally spaced to accommodate their newly consolidated district. An evaluation of the current state of the district’s mobile communications helped OCSD Administrators determine that outfitting their buses with new mobile radios was a top priority.
After a bond referendum in 2020, which had the overwhelming support of voters in the county, Orangeburg administrators partnered with MCA to outfit their entire fleet of buses with mobile radios.
